Course content
|
1. The concept of social rights of citizens in the Czech Republic. Basic principles of EU social policy and the context of international legal protection. 2. Basic principles and sources of labor law. Protective and organizational functions of labor law legislation. 3. Individual employment relationships. Employee and Employer Status in Labour Law Relations. 4. The employment relationship and the importance of the employment contract for the protection of the status of the employee. Contracts for work done outside the employment relationship. 5. Collective labour law relations. Employee and trade union status. Collective agreement. 6. Employment policy and the importance of unemployment support to protect selected categories of people in the labour market. 7. Basic principles and sources of social security law. Insurance and non-insurance social protection systems. 8. Protection of life and health and the importance of health and social insurance. Sickness insurance. Pension insurance. 9. Child protection and support for families and housing. State social support and foster care benefits. 10. Social assistance and protection against material need. Living and existence minimum. Minimum wage. 11. Social services and benefits for disabled persons, seniors and other persons in a socially difficult life situation. 12. Checks on compliance by the state with the obligations arising from the protection of legislation. 13. Role of state, region, municipality and other subjects in the field of social protection. Volunteering and the role of the non-profit sector for social law.

- remember the basic terms of social policy covering aspects of labour law relations and social security law relations affecting the status of entities in labour law relations and self-employment; |
- identify basic principles of labour law relations from the viewpoint of protective labour law legislation; |
- specify generally binding legislation and mandatory standards (from which it cannot even be contracted); |
- describe the basic obligations of employers and employees; |
- outline the basic rules relating to health and safety at work; |
- define the role of the administrative authorities in the field of monitoring compliance with labour law and social security legislation; |
- create a timeline of the historical development of the EU's common social policy; |
- apply the theoretical knowledge to the model situations of case studies in the area of determining the amount of social security benefits, namely with regard to social and health insurance, individual sickness insurance benefits, pension insurance benefits, health insurance benefits in kind, unemployment benefits, family benefits of state social support and social assistance and care; |
- choose a functional solution with regard to established rules and compares different legal arrangements in relation to the status of self-employed, self-employed and their family members in the Czech Republic and moving within the European Union during their lives in more than one member state; |
- link labour law relations and processes related to the material security of workers and entrepreneurs in more than one member state; |
- understand the fundamental importance of the case-law of the national courts and of the Court of Justice of the European Union; |
- understand important social and health policy issues when migrating workers to work, individual social events and their solutions to the coordination of benefits in the Czech Republic and not only within the European Union. |

- analyze the nature of working with employees in labour law and social security law in the Czech Republic and in their free movement among the member states of the European Union; |
- orientate itself in basic application principles based on subsidiarity and proportionality of Community law in relation to national and private voluntary insurance law; |
- correctly assess and interpret the organization and provision of individual social security areas by the relevant administrative authorities in the Czech Republic and the member states of the European Union; |
- apply the practical methods of determining the amount of individual social security benefits; |
- choose functionally different methods leading to good cooperation between social security authorities; |
- propose the practical methods and procedures to be followed in implementing the application of general labor law and social security; |
- create the basic documentation needed to claim the claims of persons on material security benefits in the Czech Republic and possibly in different member states of the European Union when comparing their suitability; |
- have a deeper knowledge of the social structures of the institutions of the Czech Republic applying social protection legislation in the Czech Republic and the EU; |
- be able to perceive the historical context of public policies of the countries applying social protection legislation, to be able to apply current legislation and comparative methods, apply knowledge and draw conclusions. |
